Abstract

The purpose of this study is to analyze high school students’ understanding and use of the recommended books lists. The survey distributed to high school students in seven high schools located in Seoul, and 311 students responded. Using SPSS 24, the data was analyzed by frequency, binary logistic model, and one-way ANOVA. Results show the followings. First, the meaningful factors affecting students’ use of recommended books lists are gender, grade levels, and the degree to which students think recommended books lists include the books that are suitable and interesting. Particularly, the degree to which students think recommended books lists include the suitable books for them is the strong factor affecting students’ use of the recommended books lists. Second, male students are less likely to use recommended books lists than female students. Male students consistently are less likely to use the recommended books lists made by school librarians, subject teachers, and reading experts and/or organizations. Third, teacher-librarians believed that the recommended books lists would help students who do not enjoy reading and have difficulties in reading. However, the study finds that students who enjoy reading and read well are more willing to use the recommended books lists made by school librarians, subjects teachers, and reading experts and/or organizations than those who do not. Fourth, students are most willing to use the recommended books lists for college preparation. The findings suggest the further research topics in designing the recommended books lists suitable for high school students and in scaffolding the high school students’ use of book information reflected in recommended books lists.

Abstract

Today, public libraries are contributing deeply to our society by strengthening their ability and services to identify and respond to users’ needs through various programs. However, it is difficult to find a study that analyzed the research status of public library programs or changes over time. Therefore, for the purpose of systematically grasping research trends in the field of overseas public library programs, an intellectual structure analysis based on keyword profiling was performed. Specifically, subject terms analysis, network analysis and cluster analysis, and analysis by period/year were performed based on the controlled keywords (subject terms) of journal articles papers searched in the LISTA database. As a result, first, it was found that 9 subjects corresponding to all global/hot/local topics are leading the research in the field of overseas public library programs. Second, five research areas in the field of overseas public library programs(cultural programs, outreach programs, activity programs, public services, community) could be visualized and clearly identified. Third, research in the field of overseas public library programs began in earnest in the late 1990s and was active from the mid-2000s to the early 2010s, and after that, it was found to be somewhat stagnant until recently. This study is the result of specifically identifying research trends on programs that recently emerged as a major task of public libraries, and can be used as basic data and prior knowledge to explore the development direction of public library programs in the future.

Abstract

This study aims to understand the trends of subjects related to real estate policies and public’s emotional opinion on the policies. Two keywords related to real estate policies such as “real estate policy” and “real estate measure” were used to collect tweets created from February 25, 2008 to August 31, 2021. A total of 91,740 tweets were collected and we applied sentiment analysis and dynamic topic modeling to the final preprocessed and categorized data of 18,925 tweets. Sentiment analysis and dynamic topic model analysis were conducted for a total of 18,925 posts after preprocessing data and categorizing them into supply, real estate tax, interest rate, and population variance. Keywords of each category are as follows: the supply categories (rental housing, greenbelt, newlyweds, homeless, supply, reconstruction, sale), real estate tax categories (comprehensive real estate tax, acquisition tax, holding tax, multiple homeowners, speculation), interest rate categories (interest rate), and population variance categories (Sejong, new city). The results of the sentiment analysis showed that one person posted on average one or two positive tweets whereas in the case of negative and neutral tweets, one person posted two or three. In addition, we found that part of people have both positive as well as negative and neutral opinions towards real estate policies. As the results of dynamic topic modeling analysis, negative reactions to real estate speculative forces and unearned income were identified as major negative topics and as for positive topics, expectation on increasing supply of housing and benefits for homeless people who purchase houses were identified. Unlike previous studies, which focused on changes and evaluations of specific real estate policies, this study has academic significance in that it collected posts from Twitter, one of the social media platforms, used emotional analysis, dynamic topic modeling analysis, and identified potential topics and trends of real estate policy over time. The results of the study can help create new policies that take public opinion on real estate policies into consideration.

Abstract

For everyone, books are not only a passage to break down temporal and spatial barriers, but also a passport to the world. However, books are neither a passage nor a passport for persons with print disabilities. They are suffering from a severe book famine, with only 1-7% of alternative materials in accessible formats. The Marrakesh Treaty is an international agreement promoted by the WBU and WIPO to reduce such access gaps and inequalities. Accordingly, this study intensively analyzed and linked the global book famine and the Marrakesh Treaty for the persons with print disabilities including the blind and visually impaired, and suggested strategic tasks and implementation plans to strengthen the services of the disabled in domestic libraries. The government and libraries should concentrate all their competencies on improving awareness, inducing standardization of alternative materials in the publishing industry, amending and supplementing the copyright act and related laws, strengthening the digital file collection and service of the National Library for the disabled, and developing and applying library guidelines to implement the Marrakesh Treaty. This is because if food supports the body of the disabled, reading fosters their spirit. In order to solve the global book famine for persons with print disabilities, it is necessary to improve the publishing industry’s cartels, copyright holders’ barricades, and the weak platform of the library industry. All copyright holders, publishers, and libraries should participate in reducing the 95% gap in access between non-disabled and disabled people. That is the mantra of the book famine.

Abstract

This study attempted to analyze the contents of the public library steering committee-related ordinances, derive problems and implications, and based on this, suggest the contents and supplementations necessary for the construction of the library steering committee ordinance. To this end, first, we looked at the theoretical background such as the significance and role of the public library steering committee, and the nature of the ordinance. Second, it was analyzed by dividing it into five areas: the status of enactment of ordinances related to library steering committee, whether provisions related to library steering committee are included, composition content, composition method, function, conference and regulation enactment, and allowance payment. Based on this analysis, it was mentioned that it is necessary to establish a department in charge of ordinances, a library steering committee, guarantee the participation of library directors and library experts, hold regular meetings, disclose minutes, and reflect the results of committee deliberation. In addition, when enacting a standard ordinance items containing the name, nature and role, composition, meeting, sub-organization, rule of the library steering committee.

Abstract

This study examined the activities of Community of Practice (CoP) of research data curators, including their community building and maintenance activities, by using activity theory as its main theoretical framework. The study used an embedded multiple-case study design for exploring the activities of three CoP of research data curators. The case study design used document analysis and semi-structured interviews to collect data. Besides the community building and maintenance activities, other activities were performed in the CoP of research data curators, which could be largely divided into curation activities, education activities, and communication activities. Membership was largely divided into institutional membership and individual membership, and the motives for members to join and contribute to the CoP vary from extrinsic to intrinsic motivations. Finally, we identified and categorized challenges and success indicators for CoP of research data curators as perceived by participants. In particular, we identified three types of challenges or contradictions the communities faced and 14 perceived indicators of success. This study informs the practice of research data curation by providing a knowledge base for building and maintaining a CoP of research data curators.

Abstract

The purpose of this study, was to examine and understand the possibility of introducing a standard field training semester system and the possibility of operating an autonomous field training semester system that can be operated without payment and propose a response strategy based on their perception survey conducted with the field training institutions. As a result of the study, first, it is apparent that the practice institution shows a very low perception of operating hours and operating methods, including the allocation of job-related training hours. Second, the introduction status of standard field practice turned out to be very low, while the introduction status of standard field practice, operation and agreement, change of standard field practice, specific details of standard field practice contract, and satisfaction of standard field practice turned out to be very low. Based on which, this study considers the introduction of standard field practice based on the reference research including surveys, such as the amendments of the relevan laws, adoption of standard field practice semesters or autonomous field practice semesters, securing and sharing sufficient field practice manuals, among others.

Abstract

This study designed the research model to identify whether the characteristics of cultural programs of public libraries and middle-aged people’s experience of the programs impact on their life satisfaction. To verify our model, we conducted our survey to random middle-aged users of five public libraries in Gyeonggi-do and nine public libraries in Seoul, and 246 valid samples are used. Our analysis showed that the characteristics of cultural programs and middle aged people’s experience of the programs affect their perception of cultural programs, and the regional perception of public libraries had a significant effect on fulfilling personal needs for life satisfaction. Our analysis also showed the change in values of public libraries that spread to the realm of daily life. This study is meaningful in suggesting directions for national and local public library policies and public library cultural programs.

Abstract

This study attempted to organize the transition process of Royal Library (Gyujanggak) in chronological order, analyze the flow and find diachronic meaning during Gojong period, the most confused time at home and abroad prior to modernization. For this, first, the total status quo of King Gojong’s library and book storage which played role of Royal Library and a personal library in Gojong period was investigated. Second, based on the current status of the investigation, the transition process from the Royal library in the early days of King Gojong to the Imperial library during the Korean Empire and its meaning were considered with the Annals of the Joseon Dynasty, Seungjeongwon diary, various catalogs and historical records. Third, the changes of space-time and aspect of Royal library through the palace of Gyeongbokgung, Changdeokgung, and Gyeongungung were examined to draw a sociopolitical meaning by schematizing each palace. As a result, first, King Gojong conjugated Kyujanggak as a device to strengthen the royal authority and accommodate Western culture in the process of modernization. Second, the crucial spaces containing the political orientation of King Gojong, such as the present king’s portrait storage place, library(book storage), and office, formed a separate hall across Gyeongbokgung, Changdeokgung, Gyeongungung, and gradually changed into a Western architectural style.

Abstract

Bibliographic metadata can help researchers effectively utilize essential publications that they need and grasp academic trends of their own fields. With the manual creation of the metadata costly and time-consuming. it is nontrivial to effectively automatize the metadata construction using rule-based methods due to the immoderate variety of the article forms and styles according to publishers and academic societies. Therefore, this study proposes a two-step extraction process based on rules and deep neural networks for generating bibliographic metadata of scientific articlles to overcome the difficulties above. The extraction target areas in articles were identified by using a deep neural network-based model, and then the details in the areas were analyzed and sub-divided into relevant metadata elements. IThe proposed model also includes a model for generating reference summary information, which is able to separate the end of the text and the starting point of a reference, and to extract individual references by essential rule set, and to identify all the bibliographic items in each reference by a deep neural network. In addition, in order to confirm the possibility of a model that generates the bibliographic information of academic papers without pre- and post-processing, we conducted an in-depth comparative experiment with various settings and configurations. As a result of the experiment, the method proposed in this paper showed higher performance.

Abstract

An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 ​​bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

Abstract

The analysis on changes in the name of public libraries was conducted to identify critical issues in LIS in South Korea. The library names registered in the National Library Statistics from 2015 to 2020 were analyzed, and types of change and its characteristics were identified. The findings indicate that 211 changes were reported during five years which were categorized in 7 types. As the characteristics, the changes in library names show the administration agency controversy, the emphasis on library services for young adults, library subject specialization, and citizen participatory name contest.

Abstract

This study examines the economic use value of Discover, an access service of research papers and a subsystem of the National Open Access Platform (AccessON). Based on previous literature on scholarly communications and in-depth interviews with 14 academic and industrial researchers, the service value of Discover was identified as the value of time savings. Administering a survey with 1,313 researchers, the following empirical data required for estimation were obtained: for an average Korean researcher, s/he publishes 2.84 papers per year and takes 30.13 minutes in searching and using one relevant research paper. Discover was found to save 5.64 minutes per paper, saving a total of 225 minutes and KRW 99,384 per researcher per year. Finally, a total economic value of Discover was estimated as KRW 82 billion for the entire 8-year business period. An additional value of KRW 11.3 billion was estimated with the legalization of mandatory deposit of OA research papers. The study demonstrates a sufficient economic value of the national OA platform project, and positive economic impact of the OA legalization, futher offering important domestic data for future research on economic value of scholarly communications.

Abstract

The purpose of this study is to develop a media literacy education model that helps public librarians plan and operate media literacy education programs in South Korea. To develop the model, a mixed methods study consisting of a literature review, a survey of librarians, and interviews with professors, public librarians, and media literacy instructors was conducted, Additionally, an expert advisory committee was formed and consulted to obtain opinions on the developed model. As a result of survey and interviews, public libraries and librarians are perceived to have a responsibility to improve citizens’ media literacy, and public libraries are recognized as the best educational institution to achieve that goal. By reflecting on the literature review and analysis of the research findings, the research team developed, and presents herein, a media literacy education model that includes educational objectives, core competencies, educational targets, media types, and roles and functions for each educational subject.

Abstract

The study aims to investigate the perception of RDA by domestic university library librarians, the current status and plan of RDA application in university libraries, and propose considerations for establishing RDA in domestic university libraries. Through literature review, questionnaire items were prepared to investigate librarians’ perception of RDA and the status of RDA in university libraries, and the application status of cataloging rules and education status of cataloging rules in Korea were investigated. Based on the results of the survey, the conversion of the cataloging rules from AACR2 to RDA requires expansion of RDA education and development of curriculum for librarians, and efforts and support such as preparing RDA format and application guidelines at the library level. At the level of national institutions such as the National Library of Korea, implications such as the necessity of enacting RDA application guidelines were presented.

Abstract

This study treats bureaucracy as one of the main systematic characteristics of public libraries and analyzes the effects on performance based on service quality. Doing this analysis, we investigated the service quality of each library by conducting a questionnaire survey from users of eight public libraries in Seoul metropolitan area of South Korea. We also measured the bureaucratic characteristics of the libraries through another questionnaire survey from librarians. Then based on the survey data, it is analyzed how bureaucratic characteristics affect service quality. According to the analysis results, bureaucratic and post-bureaucratic characteristics had causal relationships with service quality. Especially, several combinations of the characteristics affected service quality. In addition, among the characteristics, a system of rules was more important in the relationship with service quality. This study is meaningful to consider bureaucratic characteristics for public library organizations to produce a high-quality service through empirical research.
