Abstract

Despite huge significance of public policy information to a country and its people, it seems that Korean government lacks a nationwide service that specializes in managing those information. Nowadays the organization of the central government is very complicated and the amount of information and data they are producing is massively growing. Naturally, without any advanced knowledge, it is not easy to find the information you want from the government information service. Besides, government publications are scattered and not under control of unified collection. This study suggests an efficient policy information service model that can i) provide stepping stones for a competent knowledge-based government by providing necessary information for policy-making process in government ministries and public organizations, ii) build national policy information infrastructure by incorporating policy-related information dispersed over different ministries, and iii) identify new approaches to improve policy information services.

Abstract

The purpose of this study is to examine semantic interoperability in terms of metadata elements and content designation in context of digital libraries. This study analyzed 78 digital libraries implemented using Greenstone application with respect to metadata elements and their content designation. Using crosswalks of digital libraries' metadata elements, and comparisons of content designation in elements, this study identifies three aspects which can impact semantic interoperability. First, there were less than 25% core metadata elements even within homogeneous information communities. Second, discrepancy exists between element names and their usage. Third, different levels were identified when assigning content to designated elements in terms of integrity and completeness.

Abstract

While relevant studies emphasize the significance of user-oriented indexing associated with fulfilling both topical and non-topical needs of individual users, a great number of operational retrieval systems supports only those searches related to subject attributes of the users' needs. Retrieval systems for presidential image collections are not an exception for such a restriction. Upon this reality, this study seeks diversification of access points for presidential images based on descriptors directly presented by potential user groups. Improvements of subject-based descriptors are suggested based on those descriptors identified.

Abstract

In this study, it was investigated if there were some differences on the preference of researchers to grey literature among seven different subjects in the field of science and technology, using citation analysis. The result shows that there were some differences among researchers, depending on the subject area. It also appears that the preference of grey literature of researchers is dissimilar in journals in English and journals in Korean, regardless of the subject area. Finally, partial correlation coefficient among nine different types of material was counted with the control of languages used and subject areas included. Among nine types of cited documents, the value of partial correlation coefficient between proceedings and miscellaneous is larger than that of any other coupled comparison. This means that researchers who cite articles from proceedings tend to include information from miscellaneous at the same time.

Abstract

According to Wayne A. Wiegand in the 1998, he research to The “Amherst Method”: The Origins of the Dewey Decimal Classification Scheme. Although a debate about the origins of the Dewey Decimal Classification Scheme has been going on for generations, historical consensus remains elusive. This paper contributes information to the historiography on the origins of the scheme: 1) by grounding an account of Dewey's thinking as he was crafting the DDC on an analysis of a large body of sources than previous classification historians have consulted; and 2) by expanding and deepening historical understanding of the contextual forces influencing on the classification structure. Because the DDC idea as it first occurred to M. Dewey in Amherst in 1872-73 is an important in the history of library development in the world. He outlined the first draft of his decimal scheme and submitted it to the Amherst College Library Committee on 8 May 1873. This paper analysis to “Three Genetic Paper”, that is 1) The Merits of the System, 2) Library Classification System, 3) Its Special Adaption to our Library.
