Abstract

There is an explosion of talk about crucial, new literacies for the 21st Century, for example critical thinking, problem-solving, media literacy, technology literacy, digital literacy, visual literacy. The other day, there was even an article about “gaming literacy!” How does one make sense of it all?The common factor in all these literacies is “information” - information seeking, information use, information processing, information presentation, and information evaluation. And, these “information” elements come together in information literacy: the ability to engage in effective and efficient information problem-solving. Information literacy is the overarching and unifying literacy, and all libraries have a unique and essential role to play in delivering meaningful information literacy programs to people of all ages. In this keynote paper and address, Professor and Dean Emeritus Mike Eisenberg will define the concept and structure of library-based information literacy programs and offer strategies for developing and implementing information literacy programs that are comprehensive(reaching all users), predictable (consistent over time), and accountable(measured and reported).

Abstract

We consider information ethics the reflection on beliefs, rules and values in electronic environments, in particular with respect to producing, exchanging, sharing and using knowledge and information. This paper will provide an overview of information ethics in the context of the UNESCO from the first INFOethics conference in Monte Carlo 1998, to the UNESCO contribution to the two United Nations WSIS conferences(World Summit on the Information Society) in Geneva and Tunis and to the information ethical aspects of the UNESCO Information for All Programme. As a result of this debate we conclude that there is need for a new approach to achieve the goal of people-centered, inclusive and sustainable knowledge societies. We propose to consider knowledge a commons. Commons is thus the central concept of knowledge ecology and the centerpiece of information ethics. In the commons paradigm, a new consensus needs to be achieved concerning traditional concepts such as freedom of information and science, intellectual property, authorship and the nature of knowledge objects in general. Information ethics can contribute to this discussion by providing an open discourse about these transformation processes.

Abstract

The use of a practice perspective in the analysis of information literacy represents a shift in attention towards the enactment of information literacy as a social practice, and away from the information skills approach that has dominated information literacy research and education. The sociocultural perspective that underpins a practice-oriented approach highlights the role of practice and co-participation of the community in shaping the production, reproduction and circulation of knowledge, including knowledge about the appropriateness of information skills in relation to the context in which the skills are practised. This emerging view contrasts with the conventional approach to information literacy that has focused on the information skills of individuals as something that can be learned and transferred independently of context. This paper explores two questions: what is information literacy and, how does it happen? It then goes on to identify the implications of this approach for librarians and researchers.

Abstract

The author analyses the challenging activities of Japanese libraries in this decade by launching two keywords; “product-sharing” and “outcome generation.” “Product-sharing” means that libraries share knowledge, skills, and records which are produced as the result of the services or in the process of activities. And “outcome generation” means that libraries generate any efficiency or effectiveness through their services to users. Using these concepts, reported are the current situation and aspects of Japanese libraries which try to make various contributions to the society; research and learning of the people, and education and training for professional librarians, and so on. In the analysis, the author shows some examples of “product-sharing” at first, including the records of reference transaction and the multi-functioned online public access catalogue. Especially, focused is on the various possibility and adoptability of the Collaborative Reference Database System of the National Diet Library of Japan. This system is one of digital reference service in Japan, and the database of reference transaction records is expected to be useful for research and academic studyies as knowledge-base of professional librarians. And the system is also expected to be a platform for LIS education and professional development in the e-learning environment. Secondly, as the examples of “outcome generation”, explained are the problem-solving-type activities, and provision of the collection about books on struggling against disease and illness. A few examples of outcome in the problem-solving-type activities are these; increase of sales in the services for shop managers, business persons, and entrepreneurs, contribution to affluent daily life by providing the local information services to residents and neighbourhoods, and etc. And for both the patients with serious cases and their family or those who nurse them, books about other persons’ notes or memorandum are the greatest support, and sometime healing. The author discuss the ‘raison d'être’ of these activities focusing on public libraries in Japan.

Abstract

This research investigated the facts about the place and date of praying for the engraving of the first edition of Tripitaka Koreana. Major findings are as follows: 1) The very first idea of engraving the first edition of Tripitaka Koreana was evidenced in the record of ‘The beginning of Tripitaka Koreana’ from ‘Daejanggakpan Gunsin Gigomun’ written by YiGyuBo. 2) After comparing the contents of ‘Daejanggakpan Gunsin Gigomun’ with the record of the third volume of ‘Goryeosa Jeolyo’ dated February 13, 1011, this researcher confirmed that ‘Daejanggakpan Gunsin Gigomun’ also recorded this historical fact. 3) In the third volume of ‘Goryeosa Jeolyo’ dated February 13th, 1011, it is documented that a ritual was held to pray to the gods of heaven and earth for expelling the Kitan from the country. Further, the document states that this particular ritual consisted of a ceremony of lanterns held at the temporary palace in Cheongju on February 15th, to report to the gods on ‘the engraving of the first edition of Tripitaka Koreana’ 4) Therefore, it is verified that the date of praying for the engraving of the first edition of Tripitaka Koreana was February 15th of the lunar calendar, 1011(the second year of King Hyunjong’s reign), and the place was the temporary palace in Cheongju.

Abstract

The study examines the interactive effect of spoken words and imagery not synchronized in audio/image surrogates for video gisting. To do that, we conducted an experiment with 64 participants, under the assumption that participants would better understand the content of videos when viewing audio/image surrogates rather than audio or image surrogates. The results of the experiment showed that overall audio/image surrogates were better than audio or image surrogates for video gisting, although the unsynchronized multimedia surrogates made it difficult for some participants to pay attention to both audio and image when the content they present is very different.

Abstract

This study identifies the characteristics of recent citation-based indicators for assessing a single paper in the context of their co-relationships. Five predefined indicators were examined with three variants of h-index which are convened in this study; the formers are PageRank, SCEAS Rank, CCI, f-value, and single paper h-index and the latters are h_S-index, h1-index, and h_S1-index. The correlation analysis and cluster analysis were performed to group the indicators by common characteristics, after which the indicators were calculated with the dataset from KSCI DB. The results show statistical evidence that distinguishes h-index type indicators from others. The characteristics of the indicators were verified with citation frequency factors using correlation analysis. Finally, the implications for applications and further studies are discussed.

Abstract

The purpose of this study is to establish the legal or institutional bases of academic libraries as the core facility which helps strengthen the capabilities of education and research by collecting, managing and providing knowledge resources for universities in Korea. The present ‘Library Law’ largely focuses on public libraries and the National Central Library, and deals with academic libraries, special libraries and school libraries in a very limited sense. Therefore, in this research the changes in the laws and regulations related to academic libraries are examined, and the process of proposing and legislating ‘The Academic Library Promotion Act’ is analyzed. Finally, how to proceed to actually legislate ‘The Academic Library Promotion Act’ is suggested.

Abstract

The aim of this study is providing basic data to design successful in-service training program for teacher librarians by analyzing their preference on subjects of customized intensive programs for indicators of teacher expertise development. According to the survey, teacher librarians seem to regard training subjects such as Reading Education and Information Literacy Instruction related educational information services as core jobs and prefer developing instructional contents and materials. Under the levels of school it seems that teacher librarians in the elementary school are interested in programs for library activation, management of volunteers, analyses of users’ needs and curricula, evaluations of user instruction and information literacy instruction. Older teacher librarians favor an understanding of metadata, building and supporting information system and instruction. Therefore, training subjects for teacher librarians should be formed by linking strategies between school library instruction and subject curricula. And in terms of the method of training, case studies and practical training might be better than lectures based on the theory.

Abstract

In the current information environment, many approaches have been adopted to represent and organize information resources. Among these approaches, folksonomy using tags is now being used in knowledge representation and organization. Although it may be an efficient approach to overcome the limitations of previous approaches, there are several problems in assigning tags such as ambiguity, inconsistency, and polysemy that limit efficient information organization. This research proposes a conceptual framework for the control of semantics of tags through linking up with bibliographic records in order to maximize the efficiency and minimize the limitations of folksonomy tags.

Abstract

Web search behavior has evolved. People now search using many diverse information devices in various situations. To monitor these scattered and shifting search patterns, an improved way of learning and analysis are needed. Traditional web search studies relied on the server transaction logs and single query instance analysis. Since people use multiple smart devices and their searching occurs intermittently through a day, a bundled query research could look at the whole context as well as penetrating search needs. To observe and analyze bundled queries, we developed a proprietary research software set including a log catcher, query bundling tool, and bundle monitoring tool. In this system, users’ daily search logs are sent to our analytic server, every night the users need to log on our bundling tool to package his/her queries, a built in web survey collects additional data, and our researcher performs deep interviews on a weekly basis. Out of 90 participants in the study, it was found that a normal user generates on average 4.75 query bundles a day, and each bundle contains 2.75 queries. Query bundles were categorized by; Query refinement vs. Topic refinement and 9 different sub-categories.

Abstract

The purpose of this study is to investigate the developmental process of University-based librarianship education in Japan from a historical perspective by analyzing literature. The results show that America’s librarianship education policy historically focused on the establishment of a new model of librarianship education whereas Japan’s policy was to keep the one from the Second World War. In 1951, an American model of education was established at Keio University by the contract between U.S. Department of the Army and American Library Association in America, but it did not continue to develop as mainstream model. The American model of librarianship education was not successful in Japan. It is expected that this study concerning Japanese librarianship education which adopted by the American model at the first time after the war in Asia will give vision for further studies in the domain of library history.

Abstract

In this paper, we propose a novel kernel called a semantic parse tree kernel that extends the parse tree kernel previously studied to extract protein-protein interactions(PPIs) and shown prominent results. Among the drawbacks of the existing parse tree kernel is that it could degenerate the overall performance of PPI extraction because the kernel function may produce lower kernel values of two sentences than the actual analogy between them due to the simple comparison mechanisms handling only the superficial aspects of the constituting words. The new kernel can compute the lexical semantic similarity as well as the syntactic analogy between two parse trees of target sentences. In order to calculate the lexical semantic similarity, it incorporates context-based word sense disambiguation producing synsets in WordNet as its outputs, which, in turn, can be transformed into more general ones. In experiments, we introduced two new parameters: tree kernel decay factors, and degrees of abstracting lexical concepts which can accelerate the optimization of PPI extraction performance in addition to the conventional SVM's regularization factor. Through these multi-strategic experiments, we confirmed the pivotal role of the newly applied parameters. Additionally, the experimental results showed that semantic parse tree kernel is superior to the conventional kernels especially in the PPI classification tasks.

Abstract

The purpose of this paper is to suggest advanced methods for the promotion of a reading culture for children and young adults. For this purpose, the study investigated and analyzed domestic and overseas reading policies and activities, and collected extensive opinions from public officials, teachers, librarians, activists of reading campaign, parents, children, and young adults. Based on the results, this study proposes the following: to establish the basic policy direction, to build the infrastructure of reading culture environment, to set up the dedicated organization, and to suggest the vision, goal, strategies, and tasks on the promotion of a reading culture for children and young adults.

Abstract

The purpose of this study is to develop evaluation indicators for academic libraries in Korea. The evaluation model developed in this research consists of three elements:(1) Confirmation of evaluation methods, procedures and criteria,(2) Development of qualitative and quantitative evaluation indicators, and(3) Assessment of the applicability and feasibility of those indicators. Evaluation indicators were developed to measure a basic state, a common use of library resources, specialized services, and user satisfaction for academic libraries. To test the feasibility and applicability of those evaluation indicators, a pilot assessment of academic libraries was conducted in 2010.

Abstract

The purpose of this study was to investigate the overall web information seeking behavior of news reporters and analyze its correlation with parameters that characterize information needs, preferred sources of information, information technology and internet use and satisfaction. For this purpose, a survey of205 news reporters working at domestic newspaper companies, including daily newspapers, magazines, and online newspapers was conducted. News reporters' primary purposes of seeking web information were to simply check facts and collect overall background information. Their information needs had close association with their position, media type, and familiarity with the internet, but with little association with gender, age, and reporting area.

Abstract

The law affects our daily lives, and hence, constitutes a crucial information resource. However, electronic access to legal information using keyword-based retrieval systems appears to provide users with limited satisfaction. There are many factors behind this inadequacy. First, the discrepancies between formal legal terms and their counterparts in common language are quite large. Second, the situation is further confounded by frequent abbreviations in legal terms. Third, even though there is a constant deluge of legal information, users’ needs have evolved to demand more Q and A type searches. All of these factors make the existing retrieval systems inefficient and ineffective. This article suggests an ontology-based system as a means to deal with such difficulties. To that end, a legal retrieval system(experimental system), built on the basis of a newly-constructed law ontology, was tested against a keyword-based legal retrieval system(existing one), yielding data on their relative effectiveness in retrieval and user satisfaction.

Abstract

The purpose of this study is to investigate a trend of citing behavior, characteristics and changes in the field of archives and records management in Korea. This study analyzed the subject of each citing and cited reference that appeared in the Journal of the Korean Society of Archives and Records Management during the period, 2001-2010. One hundred and seventy one research articles were analyzed by keyword, language, and research collaboration. Three thousand and eight hundred and ninety three cited references were analyzed by type of material, language, country of publication, research collaboration, citing age and the most frequently cited literature. Finally, those results of source literature and cited references were compared with each other and a better direction for the future of the field with further studies was suggested.

Abstract

The collections of university libraries such as books in academic disciplines and dissertations are much used to support education of students and research activities of faculty members. Most of such materials naturally contain unique terms frequently and exclusively used in specific academic disciplines. Therefore, it is possible to infer the latest research trend in or correlations among various disciplines by analyzing those terms. In this study, the trend was analyzed by extracting technical terms from the metatadata for collections in the field of computer science of two university libraries in Korea. By comparing these terms with the trend of terms which appeared in dissertations and domestic scholarly articles, the relation between collections of university libraries and research trend in this particular academic field was analyzed.

Abstract

The increased interest in consumer health information(CHI) has brought about a rapid increase in CHI resources. There are diverse means for obtaining such information, and one CHI acquisition route is the public library. In the U.S. public libraries, the demand for CHI reference services is increasing, and a variety of projects to promote these services are in progress. On the other hand, Korean public library services for CHI is at a very basic level, and thus a very small amount of such research could be found. This study drew suggestions from a literature review of research studies in the U.S. and Canada, and analyzed public library CHI services in Korea. The findings are as follows. 1) Only 17.25% of public libraries in Korea provided CHI service, and it evidences very low needs and awareness for CHI services in Korea. 2) Only three kinds of services including CHI-related websites, users training, and promotional and marketing were provided, and only 13(1.74%) of libraries surveyed offered more than two kinds of services. 3) There were no CHI librarians, nor did any librarians receive CHI-related education. 4) ILL services, outreach services, and cooperation with CHI- and medical-related institutions for CHI services were not found. Therefore, this study suggests that more research on delivery strategies for CHI services should be conducted in the future.
