우리나라 병영도서관의 평가결과 분석을 통한 운영 진단 연구

초록

본 연구의 목적은 전국 160개 병영도서관의 2011년 한 해 동안의 운영실적을 평가한 결과를 분석하여 병영도서관 운영을 진단하고 활성화 방안을 모색하기 위한 것이다. 평가 결과 전체 영역의 평균 도달률은 59.4%로 나타났다. 시설 영역(79.2%)과 교류협력 영역(71.0%)이 높은 도달률을 보인 반면, 계획 영역(28.3%)과 지원 영역(33.0%)은 상대적으로 낮은 도달률을 나타낸 것으로 조사되었다. 계획 영역에서의 낮은 도달률은 향후 병영도서관 활성화를 위해 추진되는 사업의 효율성을 제고하기 위해, 전략적인 계획 수립 및 집행에 대한 정책당국의 강력한 의지가 필요함을 보여주었다. 본 연구는 병영도서관 평가의 결과 분석 작업이 병영도서관 운영 개선방안을 도출하고 제시하는 것으로 이어져 향후 병영도서관 활성화 정책으로 연결되어야 함을 제안하였다.

Abstract

This article examines how to improve military library services by evaluating management and performance of 160 Korean military libraries in 2011. Results indicated that the average performance rate in entire areas was 59.4%. The ‘facility’ area and ‘inter-library cooperation’ area showed high performance rates (79.2% and 71.0% respectively). On the other hand, the ‘strategic management plan’ area and ‘support’ area showed relatively low performance rates (28.3% and 33.0% respectively). Results concluded that a strong commitment for strategic planning and execution by the authorities is required to enhance military library services in the future. Also, the implications of annual evaluation on military libraries should be taken accounted for improvement plans and ultimately lead to the establishment of revitalization policies for military library services.
